Provide logging that captures Access Rights changes

This is a regular request from customers. This customer is particularly interested in access rights changes made to Groups. There is no way to track who has made changes at the moment.

introduce project/folder-scope history

when authorised users delete modules, there is no audit trace of their activity inside DOORS conscious of performance impact, we suggest an optional project/folder history to keep track of such transactions

Log Admin Activities Outside Of Modules To Comply With CMMC AC.3.017

CMMC AC.3.017 requires that Admin activities are logged. Things like changing settings that happen outside of a module context.
