Allow ranking in a Quick Planner Work Board

Users like the flexibility of a Work Board in quick planner which allows custom lanes that are not always based on Iteration, but would also like to be able to apply ranking to the lanes as they can in the Plan Board type.

Allow Kanban WIP to be more defined to individual

Kanban template in RTC normal planning allows for WIP for columns "by group" which is great for large groups and complex design. However, for smaller groups, we would like to group by owner, and then use WIP to limit the amount of work by that owner.
