DOORS OSLC: harden the code that creates ETAG signatures for GET requests, so that no NULL or invalid ETAGs can be returned to the calling request

Currently the creation of ETAGs does not self-validate its output. This is keeping the code simple, but requires very costly analysis when ETAGs aren't valid
