Deliver One QM Stream to Another QM Stream like in DNG

Beyond the obvious desire for feature parity between DNG and QM, it would be helpful to have the same stream delivery capability in QM as exists in DNG. I want to be able to deliver changes that exist in a branch stream to the parent stream.

RQM to provide a warning to the user prior to running the test case if the windows is lock at the target machine.

Currently any user can Lock\Unlock an artifact on RQM. We would like to have a precondition be established that would allow only the owner of an artifact can "Lock/Unlock" such artifact.

RQM – Needs OSLC Style URL for Artifacts in List from Download as Spread Sheet (csv)

RQM web UI provides the functionality to download the browse list in CSV format which includes the artifact URL. We need the OSLC style URL in the CSV for downstream processing of the data using OSLC API.
