Honor crossover domain when creating WO from PM/JP/Route

Currently, Maximo doesn't utilize crossover domains when creating a WO from a PM (the PM includes a JP and a Route). It would be helpful if Maximo could be enhanced so that crossover domains are honored in that scenario.
