Change report scheduling date dialogue box to allow for annual report scheduling

The date schedule dialogue box for report scheduling in all applications is less detailed than in other places in Maximo (escalations, cron task instances), and does not allow for annually scheduled reports, such as run on May 15th every year.

Create work order or service request to Maximo Manage from a detected failure image, the actual version look like is not connected at all.
