Improve monitoring of mfgx-msproxy pod to avoid data loss for Logical Devices all features that use inbound device events

By improving the monitoring of certain critical processes/pods, IBM could pro-actively inform customers about issues and start mitigation immediately, rather then customer finding out and requiring to submit a Support Case.

Example is for Port of Rotterdam: TS012004274 and https://github.ibm.com/wiotp/tracker/issues/11547 

MAS Monitor is being used to monitor the assets of Port of Rotterdam. IBM should monitor MAS Monitor with the end-goal to go to Predict as well.
