Allow devices that are attached to assets to be published as part of the Asset hierarchy from Maximo Manage to Maximo Monitor

Devices such as sensors are attached to assets.  Many customers track these OT devices as assets within Maximo Manage.  These devices are usually tracked as a child asset attached to a parent as a sub assembly.  We should provide the option to publish these device assets from Maximo Manage to Maximo Monitor instead of having to do double the work and define the devices manually in Maximo Monitor and attach them to the asset via a CSV import in Monitor.
