Enable help text in Bulletin Board only when accessibility mode is on

In every Maximo application, a help text is shown above every table, when system property webclient.accessibilitymode is set to "true" and not shown, when webclient.accessibilitymode is set to "false". But in Bulletin Board portlet and Bulletin Board itself, this setting does not apply. The help text is displayed everytime, even when webclient.accessibilitymode is set to "false". The help text in bulletin board portlet of start center is too wide, thus breaking the desired design of the start center (left side: narrow, right side: wide). Our suggestion: The help text in Bulletin Board and Bulletin Board portlet should only be shown when webclient.accessibilitymode is set to "true", according to the behaviour of the other applications in Maximo.

    Thank you for the idea on how to improve the use of Bulletin boards. As we work to move Control Desk to a more modern UX we will consider this, We will not fix it in the 7.6.1.X version due out this year but look into it for 2023 UX.
