Add a Test Button to the configuration of the JDBC URL

When configuring the Manage jdbc URL, you enter the details and then wait for activation to complete. This can take a very long time and result in the appearance of a hung activation when Maxinst cannot connect to the database due to incorrect parameters in the URL. There would be a significant saving in time if the JDBC URL can be tested/validated at the time of entering the information. The net postivie result would be faster deployments of Manage in MAS with less time wasted waiting for the Activation process to begin its attempt to connect to the database.

    Cleaning up old records. I believe an automated test was delivered back in MAS v8.7
