support of wildfire geography globally

Currently, wiidfile API is returning geojson shape as geopoint for global wildfires. https://www.ibm.com/docs/en/environmental-intel-suite?topic=apis-wildfire

Another NIFC wildfire API is returning pentagon ( 5 connected geopoints ) as polygon. https://www.ibm.com/docs/en/environmental-intel-suite?topic=apis-nifc-wildfire-perimeters

Both has short comings. The NIFC is only limited to USA wildifres but it has better geoshape and summary of fire event. Whie wildfire API is global but has no summary and only returns geopoint.

In many use cases, specially for General Motors use case, we want to know the impacted geography / area of the wildfire. So, when our onstar emergency advisor helps our customers evacuate / route away from wildfire, they can see the impacted area of wildfire. In many navigation related use cases, advsor wants to know if the soute to the deatination is going thru the impacted wildfire areas or not, helping customer prevent the route that goes thru wildfire impacted areas.
