Limit connections for a user and/or ip address

1. For QM, CCM & DNG we need to be able to stop concurrent JTS user authentication logins (whether via GUI or API) using a single user account.
2. As we have many automations connecting to RM, CCM & QM instances to get data via OSLC REST API which uses Asynchronous queries and there is no control to keep them limited. As a result our QM application instances (specifically) are getting JTS connection pool overrun several times each week.
3. We need to be able to set some parameter in Advanced Properties so that no program can take the instance down (with a single user account) if they hit the instance with multiple queries via REST API.
4. This also solves the security concern for DDoS attacks to ELM which is a concern.

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The IBM Engineering team has carefully reviewed this idea, and based on our understanding and lack of requested information, it does not fit our near-term plans. Although we are closing this request, it will be kept in IBM's ideas repository.  We value your feedback and thank you for allowing us to partner with you in developing our products.

    Can you clarify whether you need to limit the number of concurrent accesses from an authenticated user, or the number of concurrent authentications from a single user? Generally users have multiple accesses (e.g. web pages) with a single authentication session.
