Functionality or means to “rebase” a change set

DNG simply does not properly handle cases and what it is showing us not reflective of the actual content changed. From what we can gather, when two change sets (say CSA and CSB) are opened and then one is delivered (say CSA), the second change set (CSB) will automatically “pick up” any changes to artifact attributes but not to module structure. This is why in wording changes from the change set that had been delivered were seen, but not the restructuring of the requirements. This makes it extremely difficult to perform change-set based reviews in DNG when parallel development is going on as the way DNG presents the data makes it appear as though CSB has reverted the changes made under CSA, even though if you actually deliver the change set, it merges just fine.
