Better way to allow reportbuilder to manager editing reports

When employee leave Honeywell, and another user get assigned to his work there is no easy way to take ownership of the reports to maintain. It becomes a problem when a large number of reports needs to be transitioned.

    JRS 7.0.3 has delivered improved Report Builder user productivity, as well as Smart people picker component https://jazz.net/pub/new-noteworthy/jrs/7.0.3/7.0.3/index.html#34. These improvements deliver this idea request.
