[CMMC] Distinguish between Active and Inactive Users

As a part of the CMMC program, there is a need to distinguish between Active and Inactive User sessions in the ELM Suite. AC.3.019 requires that user sessions that have been inactive for a specific time period be terminated. In order to implement this so that Active user sessions are not affected, IBM needs to implement a solution to distinguish between user sessions that are active being used and sessions that are still authenticated, but not being actively being used by the end user.
