Improve the error message that may occur when adding a widget to a dashboard

The error message is not sufficient and detailed enough to identify the root cause.

After we encountered the message

The OpenSocial gadget was not loaded.ID CRJAZ5037E

it took IBM Support and A-IT more than 6 months to determine the root cause and fix the problem (the widget hosting server was missing in the "Open Social gadget supplier whitelist").

This request is about improvement of the error handling and error messages. In the concrete case the message should have stated, that the request is blocked because the according host is not in the whitelist.

Other root causes why a widget can not be loaded might be:

- Widget hosting server is not reachable

- Invalid response from Widget hosting server: HTTP response code, invalid response format, ...

- Widget Hosting server accessible, but Widget not available

- Issue with External resource allowlist

- Widget hosting server not in Whitelist

- ...
