Personal Global Streams shall be updated if the Release list of the base Global Configuration changes

Use Case: As a developer I want to see the correct traces in Personal Global Streams at any point in time without having to do manual adaptations to the Personal stream (this will lead to errors).

Version 7.0.2 introduced the possibility to map multiple Releases to a Global Configuration. While the maintenance of this mapping is much appreciated by Configuration Manager, the manual management of the Releases for a Personal Stream is not reasonable for an ordinary engineer. Shall engineers every time they intend to use a Personal Stream compare the Releases mapping of the Personal Stream to the Releases mapping of the base GC Stream? No, the Release mapping of Personal Stream shall be automatically inherited or synchronized from the base GC Stream.

Test procedure:
0. Precondition: A Personal Stream already exists for the GC referenced in the following steps
1. Set up Release, Release-PlannedFor mapping, GC-Release mapping
2. Create a Work Item
3. Switch to RM, set GC Stream, created a Change Set and a Personal Stream
4. Link RM artefact to Work Item
=> Link is displayed in RM
5. Check some minutes later => Link is not displayed anymore
6. Switch GC from Personal Stream to GC Stream
=> Link to Work Item is displayed for RM artefact
7. Switch GC to Personal Stream
=> Link is not displayed
