Allow JazzGuests user to access to a default personal dashboard.

Use case:

Management teams needs Read-Only access to project areas to review artifacts, therefore they have JazzGuests repository role. The users would like to have read only access to the default personal dashboard to see all of the project areas they belong to across the ELM suite.  

Current behaviour:

The current implementation does not allow JazzGuests user to access dashboard since the user do not have permission to create one. 

Enhancement:

Either allow JazzGuests user to create a single personal dashboard based on the default template and make it read only, or create a default dashboard for new users automatically without the need for the user to create one themselves.

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The IBM Engineering team has carefully reviewed this idea, and based on our understanding, it does not fit our near-term plans. Although we are closing this request, it will be kept in IBM's ideas repository.  We value your feedback and thank you for allowing us to partner with you in developing our products.

    JazzGuests are restricted to read-only access for all repository data. However it's possible to set up an account as a JazzUser instead of a JazzGuest, then define a role in the project that only has permissions to create/edit personal dashboards. This capability might address your use case.
