Support a configurable Widget catalog in EWM

DNG supports a configurable Widget Catalog (https://jazz.net/wiki/bin/view/Main/RMExtensionsInTheWidgetCatalog6061), but the other applications lack this feature.
Purpose of this CR is to support a configurable Widget catalog for EWM (or all tools).

We are just requesting to have a configurable catalog to host the custom EWM widgets created by us. Deployment of our widgets via the widget catalog would significantly improve user experience. A user could search the catalog without leaving EWM. He would get a short description and a preview for it.
Adding widgets via "Open Social Gadget" link and pasting a URL from somewhere else feels like a dirty hack for ordinary (System/Hardware/Mechanix/EE) engineers.
Therefore we just want to be able to extend the existing widget catalog in a way that DOORS Next already supports.

    do not describe how to add custom Widgets that we developed, to the Widget Catalog of EWM. This feature is only available for DNG.

    For users, it would be comfortable to find our custom Widgets in the EWM Widget Catalog instead of using the "Add Social gadget" feature which forces them to copy paste a Gadget URL.
