Extend Foundation so it supports arbitrary/customizable links, not just the predefined OSLC ones

When we integrate external tool applications with ELM, we will have the need for additional OSLC link types which shall be customizable and extendable.

Examples to trace SW artefacts to artefacts in Jazz:

In addition, we also have the need for additional OSLC link types between Jazz applications:- Software Architecture Allocates Software Requirement

Customization shall allow to define the link name, backlink name, source artefact type, target arefact type, OSLC URI, ...

The builtin cross-domain linktypes are unfortunately hardcoded in Jazz. Backlinks are only shown for these hardcoded linktypes. In order to implement our concept und offer the user meaningful link names, IBM shall provide a configurable solution.
