Enable (patch / auto / manual) deletion of personal GC stream that is not being used

Currently users are left with orphaned personal GC stream after they deliver the changeset that has created the stream. So the changeset is removed from GC but the stream is not which results of a forest effect of personal-GC-Streams. The issue is recorded in the support ticket that was created. user only option is to achieve which is an option that is manual and not clearly visible from with ELM (users usual only move to a different stream).

The benefits of the request:

- Reduce the amount of data within the database.

- Avoid orphaned streams and reduce users community administrative efforts.

- Improve user experience .
