We have migration routing through extension points to manage permission and other process template settings during a server upgrade. But this is only for project areas, there is nothing similar for process templates when server is being migrated. There is either not any routine for process templates when importing to a major release (and template come from a previous release). The same permission and process settings changes for project areas may be needed for process templates.
As a workaround, process template definitions need to be edited from eclipse client. As far as I know, this behavior has been this way since early releases. Applying migration routines only for project areas (or process areas) template. There is a defect on QM which in part is related to this, for that reason this defect is open. We need to determine if this is a defect or is WAD.
