IBM HTTP Server support for ELM 7.1 offline help deployment

IBM HTTP Server (IHS) integration of offline ELM help hosted on node application will help to access offline help for users with public URI.
In absence of IHS support for ELM help in 7.1 , users will access ELM help with port exposed. URI is given in Additional Details section separately. It creates confusion amongst users.

Also , new way of offline help deployment basically has broken existing way of working for elmhelp where individual clmhelp.war file is deployed and can be easily accessed with public URI without any port.

End users are supposed to benefit from it as it ensure constant URI for them while working in ELM 7.1.

With this change and support of IHS for offline ELM help , users can continue to access offline ELM help with same public URI.

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The IBM Engineering team has carefully reviewed this idea, and since this is dependent on the IBM Documentation which is common across IBM, IBM Engineering is not able to deliver this idea. Therefore, this idea is declined. Although we are closing this request, it will be kept in IBM's ideas repository.  We value your feedback and thank you for allowing us to partner with you in developing our products.

    Thank you for submitting idea. IBM Engineering team review board evaluated this request and determined it will need additional time to evaluate this request.
