Permission management to access personal stream

Scenario: setting the GC permission "view other users' personal streams" to everyone and setting the access control in the project area to "Members of the project area hierarchy and users in the access list".

In this case adding a user to the access list will not provide the permission to access personal streams, in contrast adding the user to the member list without any roles (and without any change in the permissions) allows the user to see personal streams.

For all other scenarios I know in all parts of ALM, the behavior for having users in the access list and having users in the members list without role is the same, i.e. the permissions of the role everyone are applied. This is not the case in this scenario

Proposal: Make it consistent, i.e. apply the "Everyone" permissions to users in the access list as well so that these users also can see other users' personal streams.
