Restore Multi-Instance ALM Connectivity (1:N) in Eclipse Client for Distributed SCM (Regression with Modern Authentication / JAS)

Short Business Value Statement

Restore the ability for a single Eclipse client instance to connect simultaneously to multiple ALM/Jazz instances—a core feature previously supported under legacy authentication that is required for Distributed SCM workflows.

Detailed Description & Background (Regression Context)

This is not a new capability request, but the restoration of critical functionality that was previously available and fully operational under the legacy authentication mechanism.

In earlier versions/legacy authentication setups, developers were able to connect to multiple ALM repository connections simultaneously within a single Eclipse client instance. However, with the transition to Jazz Authorization Server (JAS) / modern authentication, a strict 1:1 constraint was introduced due to the static definition of jas.baseurl in eclipse.ini.

Currently:

Distributed SCM is enabled, meaning workflows inherently require interaction with distinct ALM/CCM instances.

The proposed workarounds—maintaining separate Eclipse installations per ALM instance or constantly editing jas.baseurl in eclipse.ini accompanied by client restarts—cause severe context switching overhead and are unacceptable for productive enterprise use.

This regression represents a major operational blocker for development teams working across distributed repositories.

Requested Enhancement / Desired Behavior

Restore 1:N ALM Instance Support: Allow a single running Eclipse client session to authenticate with and connect to multiple ALM instances simultaneously under the current authentication architecture (JAS / OIDC).

Decouple JAS Configuration from eclipse.ini: Eliminate the hard dependency on a single static jas.baseurl parameter, enabling dynamic multi-server authentication and management from the Eclipse repository connections view.

Business Impact / Justification

Parity with Legacy Behavior: Re-establishes seamless multi-repository workflows that development teams relied on prior to the authentication change.

Developer Efficiency: Removes disruptive client restarts and the need to duplicate Eclipse installations.

Full Distributed SCM Usability: Aligns client authentication capabilities with backend Distributed SCM architecture.
