Generate a 3rd JTS User List Comprised of Active Users with no Repository Permissions, in addition to Active & Archived Users

System: JTS User Administration
Actor: Jazz Administrator, who does not have access to repo tools, non-server admin.
As a jazz admin, I need to archive any jazz user (within 24 hours) of when they leave the institution or corporation. I want to avoid a manual process of determining this list of former users. The Jazz Team Server - User Menu does not currently display a list of Active Users that no longer have any Repository Permissions.

JTS provides a list of Active Users and Archived Users. Each user in both list retrieves from a directory service IF and what group the user is mapped to: (JazzAdmins, JazzGuests, JazzUsers, or JazzProjectAdmins). I request an enhancement that would compute a compare of Active Users who are no longer in one of these groups and display this list in a 3rd list in addition to the two current list of Active Users and Archived Users.

Please note that even if a rational admin has access to repo tools and can run repotools-jts.bat -export users to file - that this still will NOT accomplish the goal of this RFE. Knowing if a user is archived or not does not complete the need; must know which of the Active Users no longer have repository permissions. JTS is querying this already to grant access to Jazz, why can't we have this third list of users?
