Ready-for-service flag for all applications

Each application should offer a ready status flag that can be queried from a script or (installation) automation (e. g. a REST call). This flag shall be set once the application has completed all start-up activities after server start. After the flag has been set, no more time-outs should occur due to application-internal setup processes.

This applies to all ELM applications incl. CCM, RQM, DNG, AM, GC, LDX, DCC, JRS, JTC, JAS and is particularly burning for LQE.
