ability to stop long running services on ELM applications

In ELM applications, (CCM, RM, QM,..) in the "Active Services", some Services runs for long time (in days).

They either have some user id or no user id info.

There is no way to stop these services. It is also unclear if these services also contribute to high CPU load.

We need a mechanism to see,
- Why these services are running for long time (days)
- Indication if these long running services can contribute to high CPU load.
- Mechanism to stop these long running services without restarting the application.
