Allow non-creators to modify quick planner lane settings

Currently when using Quick Planner, only the plan creator or a repository admin can modify plan settings. We would like others to be able to modify plan settings, such as lane settings, besides just the person who created the plan.

Ideally there would be a new permission available to assign to a role to allow others to modify existing plans built in Quick Planner. Another alternative might be to have multiple owners, such as in report builder, where those users are allowed to modify the settings.

    The RFE Review board looked at this and decided to leave it in the product backlog. It has been linked to a feature work item in our product backlog.
