SCM Check-in and Deliver option does not provide option to link to a change request on another RTC server

Use case: Change sets from one RTC server to be linked to Change request from another RTC server.

When "Check-in & Deliver" option is selected for checking in pending changes in the Eclipse Client, in the associate work item menu, it does not show other project area (on the second server) to link the work item.

Our business users are looking at checking-in and delivering changes in one transaction/action. They do not want to go through two step process of Check-in, Related Artifacts --> Associate Change Request (on the second server) each time they make changes to the source code.

There should be an option to associate work items from another server using Check-in and Deliver option.

    - The EWM RFE Review board looked at this and decided to keep it on the Backlog as an uncommitted candidate for a future release.
