Baseline Id is not unique, sequential, required, or verified

The baseline ID is system generated. We thought the baseline IDs were unique, sequential, required, and verified. But they are not according to IBM development who met with us on this issue. IBM explained that there was no requirement to make the baseline ID any of those things. It was originally created to give command line users an easy way to reference baselines. As suggested by the development staff, we are submitting this enhancement to request that the visible baseline Id is made to be unique, sequential, required, and verified. (From IBM case TS001708565 - the PMR number field would not accept that value.)

As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The IBM Engineering team has carefully reviewed this idea, and based on our understanding, it does not fit our near-term plans. Although we are closing this request, it will be kept in IBM's ideas repository. We value your feedback and thank you for allowing us to partner with you in developing our products.

moving to source control for proper triage - feedback from large customer about configuration management - reliability in the context of baseline-IDs not being unique. Do we not timestamp the ID? Should it be a UUID with a fine grained timestamp to ensure uniqueness like is done with distributed file system - file creation? @mvalenta FYI @rmalud FYI - I know this is not trivial but we have seen this pop up in a number of larger customers who assume the ID's are unique and may be relying on that for configuration uniqueness. If we have a recommended model for ensuring uniqueness do we guide customers in the proper direction to that model? Do we document that model for customers or inform they that the baseline ID should not be used for this purpose. Thanks.
