moving to enterprise extensions for proper triage
RTC on z/os does not currently support the Interactive ISPF Gateway, although the Environment variable CGI_CEATSO is existing within the REXX Routine ISPZXENV of RTC (ccm/ISPZXENV). And the Environment variable CGI_CEATSO have to specify 'FALSE' to invoke the Legacy ISPF Gateway furthermore.
