Hide "Associate Change Request" functionality if prerequisites for usage of the function are not given

In EWM, link types are only available when they can actually be used. For example "Tracks Requirement" is only visible, if there is an associated RM project area. In SCM, this is not the case for the link type "Associate Change Request". This link is always visible and in case no other project area is associated and the user klicks on this link, he will be presented an empty form. He can not select the project areaof where the target work item resides in. This regularily confuses users, because users assume that "Change Request" is referring to a work item type rather than to an OSLC concept. Therefore we request to offer the "Associate Change Request" feature in Web UI and Eclipse Client only if the prerequisites (existing project area association) are fulfilled and this functionality can be used.

    - The EWM RFE Review board looked at this and decided to keep it on the Backlog as an uncommitted candidate for a future release.

    RTC Source Control - as a whole - is not very user-friendly, but is also required for Non-SW-Developers, to store Configuration Items (A-SPICE SUP.8) or other project information. We see now a critical point where users reject the tool because of the user unfriendliness. Actions buttons "to create links" that don't work are just not helping.

    Even with training or work instructions, users will misinterpret the meaning of the action because of it's misleading label. Users get stuck and need support.
