Plan snapshots should be based on plans, not plan views

Currently, if you have Fetch Children on Demand selected, comparing the plan with a snapshot results in all the unfetched items to be reported as removed. This is counterintuitive, and it's effectively mixing the data layer (i.e. the plan) with the presentation layer (i.e. whatever the user happens to have loaded in their plan view). Worse yet, the snapshot itself also only contains the items that were fetched while the snapshot was being created. This is completely unexpected and it's easy to create an incomplete, and therefore useless, plan snapshot this way. Bottom line is, plan snapshots are not what it says on the lid - the way they are implemented they should be called "plan view snapshots", but it would be more useful to turn them into actual plan snapshots.

    - The EWM RFE Review board looked at this and decided to keep it on the Backlog as an uncommitted candidate for a future release.
