enhance settings for EWM SCM create snapshot, influence GC create baseline

Provide an advanced server property to control the default behavior for the operation EWM SCM "Create snapshot" for a stream and the option "Create new baselines, even for unchanged components".

The setting would be used to provide a default:

• in the UI - the default state of the current checkbox for "Create new baselines, even for unchanged components"

• in any REST APIs or commands where that option is not explicitly specified, including a POST to the baselines LPDC of an EWM stream.

The out of the box default should be the same as the current default, which is to not create new baselines, even for unchanged components. This preserves the current (default) behavior.

Most companies prefer a strict naming convention, where snapshots and used baselines have the same name and compliant setting are easier to reached (e.g. Aspice). With this setting the project CM manager, who creates a snapshot from a stream, is better supported, cause the default settings will lead him now to always create new baselines with the name of the stream.

Furthermore this setting would then be automatically used from a GC perspective when baselines form a GC stream are created (POST to baselines LDPC mentioned above).
From the first level - GC stream, to the second level - local application streams, the name of the GC baseline is used. But on the third level - the component baselines in EWM SCM, the internal default EWM application settings are used.
If the EWM SCM settings can be switched to always create new baselines with the snapshot name, a GC baseline naming convection cross all levels now possible. This is currently not supported.
