Groups of Persons (e.g. CCB Members) Shall Be Pre-Defineable

Fields, which require the input of multiple persons (eg. CCB Team Members) must be able to handle pre-defined sets (e.g. teams) .
Reason: Efficiency. Avoid the input of the same people for each singe item.

    Additional Use Cases, where handling usage of user groups instead of individual users would be useful:
    - Add predefined group of users as Work Item Subscribers
    - Use predefined group of users in Work Item Queries
