If a code review has been closed in error by the author, then currently there is no option to reopen the closed code review closed in error.
Enable reopening of a closed code review by the author or someone with admin privileges such as JazzAdmin or JazzProjectAdmin.
If you follow the user case below then developer(author) is stuck and unable to deliver their work item to team stream.
1.Author performs accept operation in their workspace
2.As part of accept operation there is a merge conflict and the default change set called "Merges" is created in authors workspace
3.The author closes the code review associated with work item 123
4.The author then attempts to deliver work item 123 associated change set
5.The deliver operation fails with error (refer to attachment Delivery_error.jpg) because there is change set dependency with work item 123's change set
6.The author then attempts to associate the dependent "Merges" change set with work item 123 which fails since the code review is closed and not even JazzAdmin can reopen it.
