Redesign the Workflow Transitions grid/table to be more user friendly

Anytime a work item workflow gets about 20+ workflow states, the Transitions table becomes extremely cumbersome as it will not fit well within a users viewable screen area. Having to scroll up/down or left/right cause you to lose your place and not be able to select the correct dropdown. In these cases really the only way to assuredly make changes is by modifying values in it process configuration XML. The workflow "States" section lists the workflow actions associated with each state and allows your to "order" their appearance. The window that allows for ordering should also allow a user should be able to add workflow actions. The workflow actions are already linked 1:1 to a state so this seems much easier. The backend already has the action and state id associations.

    EWM Ideas review board has evaluated this request and decided to keep it on the Backlog as an uncommitted candidate for a future release. This request aligns with our modernization plans but is unlikely to be addressed in the next 12-18 months due to other higher priority items on the Backlog.
