current tool behavior
While trying to add an xml file using web client the following message is shown:
File IC_CS_process.xml must supply a character encoding since the media type is text

The solution to avoid this issue is to select 
Content MIME-Type: XML source (application/xml)
instead of the default one:
- Auto Detect -
If the end-user needs to add many xml files , this action is considered as time consuming because should be done for each files.
 

proposal

The idea is  to have  character encoding selection  remaining  to the last  chosen one.
and to have the possibility to add multiple files .
