Ability to set component to read only attached to streams

In ClearCase UCM you can configure a component to be set with read-only setting at a stream level which developers are not even able to modify read-only component in their workspace/sandbox.
Similar functionality is required on RTC. Currently you only lock components in RTC to stop deliveries however the lock owner is still able to deliver in error.

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The IBM Engineering team has carefully reviewed this idea, and based on our understanding, it does not fit our near-term plans. Although we are closing this request, it will be kept in IBM's ideas repository. We value your feedback and thank you for allowing us to partner with you in developing our products.

    we agree that this is feature that would be helpful and we will add it to our backlog and consider it for inclusion at a future time. However, offering management has already set our priorities for the short term so we cannot commit to delivering it to a particular release at this time.
