pass dependency data to IProcessBuildableFilesAndOutputs

With the com.ibm.team.enterprise.build.preprocess.buildableFilesAndOutputs extension point we implement the IProcessBuildableFilesAndOutputs interface.

The main method to implement has this signature:

   Map<String, Object> additionalParameters, 
   IBuildableFilesAndOutputsExtensionContext context)

This does not include dependency information: using the available information passed to this interface method we know a program is or is not going to be rebuilt because of its presence or absence in filesToBuild, but that is not sufficient.

In our case, we need to add buildable files based on dependencies on certain copybooks, based on whether they are part of the application being built or another application.

Not having this information is detrimental at least in two ways:

• since we don't have the dependency information from the build we query it from the SCD model, which is not optimal since the build already did that query and already has the information but won't pass it to us

• we don't have reliable dependency information in the case of a personal build for a repository workspace: the SCD model only gives us dependency data for the stream, which may or may not be accurate for the repository workspace
