Migrated work items code review status is not detected by the default query procedure

Migrated work item code review status is not detected by the default query procedure. Consequently work item code review status reporting is currently inaccurate. Once this idea is implemented, it will aid  with accurate reporting to meet code review related compliance.

We had a meeting with EWM Product Manager on 11th Aug 2023 where it was agreed to priotize this IDEA.
1) IBM accept this as design defect which was not considered during design phase.
2) IBM accept oversight of not testing with existing work items. PM to share feedback with dev team for future lessons learnt.
3) IBM cant deliver this as ifix and advised to raise IDEA
4) IBM accepted this as valid request and the high priroty need is clearly understood

Step to reproduce design defect as follows:
a)    Create a Master PA v1
b)    Create a consumer PA , under section “Use the process configuration from another project area for this project area”, select Master PA v1
c)    Create any work item on consumer PA say work item 123
d)    Author starts Code Review on work item 123
e)    Reviewer reviews work item 123
f)    Eventually the author closes Code Review status for  work item 123 to code review status “closed”
g)    Create a Master PA v2 and enable Code Review status capability on it
h)    Upgrade consumer PA from "Master PA v1" to "Master PA v2" , under section “Use the process configuration from another project area for this project area”, select "Master PA v2"
i)    Sync work item 123 and also make any modification on it such as adding a comment
j)    Run a EWM query to find Code status for  work item 123
k)    The EWM query reports Code status for  work item 123 with no value ie. Blank. It should be reported with “closed” code review status but it does not.
