Provide ability to copy plan views across project areas

basic request: have function to copy a plan view from one project area to another project area.

In the actual hype of SAFe a lot of customer use the plan functionality.
Cause the first setup never is the final, to support improvements on plan views and share this  way cross existing project areas on a non manualwould be really helpfull in larger environments.

enhancement: copy cross ELM instances

enhancement: provide plan views with extension to be added to plan types (promote problem)

    EWM Ideas review board has evaluated this request. This request, while valid, is being rejected as it is possible to do this using copy-paste in the process source configuration xml using the eclipse client. We understand that this may be manual at this point but is a good option to use for the request.
