Please update the version of Velocity underlying email templates to take advantage of DateTool and other standard tools

This is useful for customers customising their email templates. The current version appears to be 1.2, which has so few dynamic features it is almost equivalent to having none at all. https://jazz.net/jazz/web/projects/Rational%20Team%20Concert#action=com.ibm.team.workitem.viewWorkItem&id=559450

We understand that some features such as the directives #include and #parse have been disabled due to security implications, but those features are not requested. Just the standard tools that allow users to manipulate the output of the current provided variables.

    Updating Velocity in ELM is accepted as an Uncommitted Candidate for a future release.
