Allow ignoring columns 1-6 and 73-80 in Annotate

When using Team > Annotate (better known as "blame" in other scms), and someone / some tool removed or reordered sequence numbers, then the annotations show all the lines as being modified just because of these sequence number changes.

But this is not usually the kind of modifications we are interested in.

We would like to be able to only consider the actual Cobol code in columns 7-72, while ignoring columns 1-6 and 73-80 which may only contain sequence numbers or other non-code information.

There is an existing preference for the Compare Editor for Cobol that allows ignoring changes made in columns 1-6 and 73-80, but it does not seem to apply to the Annotate function.

    The EWM Ideas review board has evaluated this request. This request, while valid, is unlikely to be addressed in the next 18-24 months due to other higher-priority items on the Backlog. Although we are closing this request, it will be kept in IBM's ideas repository and may be reassessed or reopened for additional discussion in the future.
