RTC Plans: Modifications to a Plan View get lost, if the "Save" button is clicked without clicking the "OK" button before

Changes to a Plan View will not be saved if you only press the "Save" button. It will be confusing for other colleagues if they need to press two buttons "OK" and "Save".

How to reproduce:
1. Open a RTC plan
2. Modify an attribute of a Work Item (e.g. Iteration)
3. Edit the Plan View, make some changes
4. Press "Save"

Result:
Changes to the Work Item are saved. Changes to the Plan View are NOT saved, they are lost.

Expected result:
One of these:
- Changes to Plan View are saved implicitly
- Any hint is displayed that Plan View needs to be saved or discarded by the user before saving the plan

    The RTC RFE Review board looked at this and decided to leave it in the product backlog. It has been linked to a feature work item in our product backlog.
