Enhance the EWM SCM custom attribute function with role/permissions controll

Actual the custom attribute function do not have any permission controll, 
not for an adminitrator who define these attributes, 
nor for the end user who set the attribute values.

SCM custom attributes should be managed similar to work item attributes:

  • Role/permissions for define attributes, as: create, modify, delcte the attribute
  • Role/permissions for set attribute values on files, as modify, delete entry
  • Add workflow attribute
  • Restrict modification based on workflow attribute
  • Restrict modification of file version attribute value in older file versions
  • Restrict modification of file version attribute in a component baseline

Customers in the System Engineering domain have the use case: Manage and controll files for different types of compliance regulations (as ASpice).
This could be partly solved with store the files in EWM SCM components,
including attributes on file version level.

But thes attributes need to have a permission model.
With in the actual version the controll request could not be met. 
Cause every user has the permission to do everything on these attributes, 
as create or delete the attribute definition or modify attribute values in all file versions.
