Enable concurrent edits on an EWM Dashboard

On our projects, multiple stakeholders are allowed to make modifications to project dashboards.  these can be as simple as re-arranging widgets.  Or it can be to add complex widgets with involved configuration.

Today, if two people each are editing the same dashboard, and one of them saves their changes, when the second person tries to save their changes, they get an error message and lose their edits.

We would like to see this more like it works with concurrent edits of a work item.  when saving work items that have been edited by multiple people concurrently, non-overlapping changes are accepted from each person who saves their changes.
