Improve CSV import so that ELM URI links form back links​ from DNG artifacts to RTC work items

We are able to export CSV from Eclipse and edit the output to add new URI type links. When we import that CSV, URI links are created in the RTC work items to the DNG artifacts, but no back links are generated. We would like for back links to be generated.

This is how we add the link:

This is the part that creates the Implements Requirement URI link from RTC work item to DNG artifact.

Note: We are especially interested in linking RTC work items with DNG artifacts using such relationships as Affects Requirement, Implements Requirement and Tracks Requirement.

    The RFE Review board looked at this and decided to leave it in the product backlog. It has been linked to a feature work item in our product backlog.
