Separate granular permission to create work item template

Who would beneifit? End users like developers, team lead, project manager, release manager
Why is it useful? and How should it work?
Currently to create work item templates following permission are required by an end user which is not realistic scenario:
a) Modify collection of process attachments
b) Modify process specifications

Granting above permissions to end users would allow the end user (non admin user) to effectively modify process template by modifying the process specification xml etc so therefore these permissions must only be granted to custom "Project Administrator" role as a work around.

The permission required to create work item template are proposed to be separated into new granular permission so that we can give such a granular permission to end users in order for them to create work item template without relying on "project administrator"

    The EWM Ideas review board has evaluated this request. This request, while valid, is unlikely to be addressed in the next 18-24 months due to other higher priority items on the Backlog. Although we are closing this request, it will be kept in IBM's ideas repository and may be reassessed or reopened for additional discussion in the future.
